@, I think your Malware is blocking foreign servers. It happens cause of your Internet Connection that your internet connection is a secured and won't allow foreign servers to run on your internet connection. So try turning off your malware protection.Must Restart / Reboot after you apply any changes in your Malware.Must try re-install your SA-MP & GTA San Andreas.

@, Seems a problem with internet connection, contact your internet company and try the Hoodlum version of Gta

Try to remove gta_sa.set: Documents > GTA San Andreas User Files, Or install other version of GTA!

If you are using Windows 8 so you can find it in Control Panel (I don't know the exact location of Control Panel in Windows 8) you can search on google where is malware located in windows 8.

But

If you are using Windows 7 so Click on Start button located on left-down corner and then select Control Panel there and then a window will open find "Windows Firewall" there if you can't find so there is a option on right-top corner in which there are 3 options named: Category, Large Icon, Small Icon; so choose Large Icon and then open Windows Firewall there and click on "Turn windows firewall On or Off" and then try turning it off.
