Why GTA San Andreas didn't had a right to a GTA Stories prequel?

 

I heard that SAS wasn't released and will not ever be released, probably due to the fact of SA map files not fitting on a UMD, a PSP media disc.

 

If SAS would be relased, which differences would occur on SA map?

 

And which year it would be set? 1990? 1989? 1988? Or maybe 1987, the year of the death of CJ Brother, Brian Johnson?
