We don't add Blacklists for such reasons, You can simply use /call 112 for that.

PS: About troll with /needlicense, When someone use /needlicense and stole your vehicle.

He receives  Nothing.

Your work is to go to that client, Not to contact him on sms/call. 

Or If you contact him on call/sms .. and he says, I don't want.. Its simple as i ts looking, he didn't wasted your time.
