Description of the bug: We can't Use /spawnchange on wanted but actully we can...

I have joined and write /spawnchange , and actully my spawn get changed..

You typed /spawnchange before the the server sync you. At that moment, you had 0stars.

The server didn't load your stats, so you were able to change your spawn. However, you won't be able to do it again, so no harm done. It doesn't actually matter where you're spawning when you spawn for the first time.
