The "undamaged vehicle" bonus is updated once every 10 tours, so once every 10 minutes. If you had your vehicle damaged, you will still receive the bonus until you reach 10, 20, 30 etc tours. Also, you won't receive any bonus until you do at least 10 tours, so probably that's why you didn't receive the bonus in the first picture (I can't see the first number on the bottom-right panel, but the second one is definitely a 7, so 7 out of 10 tours if the first number is 0).

 

Anyway, it's probably not a bug since nothing was changed to that job for ages.
