[REZOLVAT]Bug 2 vehicles spawned in Quest

• Description of the bug: sometimes when we start the quest it spawns 2 vehicles and also there were 2 NPCs in same place 1 english and 1 romanian (i forgot to take screenshot of 2 npc)

We had the Firel 14 days at the last quest and I didn't heard it was reproduced, I modified the system a little bit before adding the quest. I think is solved.
