Bug la /pickpocket (Important one)

Description of the bug: Hei, this is khalsa once again

Abuse of this bug can be use by all to upgrade the skill, If you pickpocket someone and fails, you got +1 point, and you have to wait for 10 more minutes to cool down, But actually, If we relog, either /q or crash. We can pickpocket without waiting 10 minutes.

Let a player pickpockets at xx:50 and fails. He/she relogs and come at xx:52, normally he/she have to wait, but as he relog he don't have too, Take care [Remove this bug, SO that players can't be abuse it]

Listen, Let you have skill 1 (00/60), and you have pickpocket a player and failed.You skill got +1, skill 1 (01/60). As you got failed you can relog and try /pickpocket once again. You will see you can /pickpocket without waiting 10 minutes. That's it...

This happen in jail too ,when I punish someone for 300 seconds,they do /q then if I want punish again , I cant ,i need to wait till 300 seconds end , but they can move... many,many bugs and not to mention bug abusers !
