Shooting Bug

Hello, it's been two days since I've been experiencing this bug. When I shoot at a player, I can't move right or left; I'm just stuck in my place. I downloaded a new GTA without mods, but I'm still experiencing the same problem.

That's not a bug. The way you are able to shoot a weapon depends on your weapon license availability (hours remaining).
