Is this is a bug? And yes I'm at City Hall when I apply. Is the whore job only available to hooker skins? Or do I have to get an instructor first?

On the City hall you can get just LEGAL JOBS.

THE Illegal jobs you have to search in city.

You can get that job from Pig Pen, it's near the Glen Park.

You can take the job "whore" from a club called "Pig Pen".It`s near the Stracci Family™ HQ on the map it appears as an "S" sign. I`m glad if I helped you.
