You can't, SA-MP is only for PC.

You can't play it only on the device, but you can play it from a PC. All you need is a PC with SA:MP and Teamviewer, and Teamviewer also on the device.

You connect them and there it is.

Someone made a tutorial on how to play SAMP with an iPhone, but he has not yet tested it with an Android device. You can't do a lot of things as the graphics will be too heavy for your mobile device but you can do simple things like /sleep.
