You can be a taxi driver by applying for the Taxi Cab Company faction here. However, the topic has to be unlocked which means that they are recruiting new members. If the topic is locked, you have to wait until the leader unlocks it and then you can apply. You have to go through a test if they accept you (know all the locations in the map, etc.) Lastly, you have to be level 5 and above.
